R/O Unit help

Hi,

I bought a 100GPD 3 stage regulator from purewaterclub. I've tried every combination to get it to work, but nothing would work, all the water would just go out the waste water line. I think a valve is broken. Anyway, I put the waste water line into the post filters and it goes through those and flows out at what looks like a rate of 100 GPD. My main question is, is this water soft and chlorine free? Secondly, does anyone know how to fix this?
