Algae Grower

My Sunset Hygro has seemed to level off as far as growth is concerned. When first added to the tank it grew about 3 inches the first week ( I should note that I was and am battling a mild case of Green water). Now for the past two weeks it seems like it hasn’t grown an inch. And although the leaves look healthy, they do not stand tall.
I need to get a nitrate and Phosphate test kit but in the meantime I was wondering if I should add some nitrate. Also, our city sent a water analysis and it reads that Nitrate is <.01 and they add something called ortho-polyphosphate (To help against corrosion of pipes from the well water). Is this the same as phosphate? This could be why after a water change my water gets greener the very next day. I currently dose Potassium, but maybe there is not enough Nitrate for the plants to absorb the Phosphate? Seem logical?
