Budget Fixture for low tech 20 tall


Hi I have a 20 tall aquarium that is well planted with mostly low light plants. I built a DIY fixture to house a 65 watt CFL without researching lighting enough, and now i realize I am way overlit. I am looking for a low power light that would work best. Any suggestions?
At the moment I am leaning toward getting this

I would only use one of the bulbs for now, but I would like to have the ability to use 2 in case I wanted to get a pressurized co2 setup later this year. Is 24 watt T5HO still too much light for a no co2 setup? I am on a budget but im willing to spend around 60 or 70 dollars for just the right fixture. thanks for the help!
