how poorly does emmersed grown baby tears transition to submerged?

IME the transition isn't too bad. It helps if the emersed HC is attached to substrate already so you don't have to plant it. After that it grows new submerged leaves which are a brighter green than the emersed leaves and the emersed leaves gradually rot off.

Related question, today I saw baby tears attached to volcanic rock for $5 at petco. If I bought it would the plant live and spread to the rest of my tank?

Slowly unless you plant patches of it. This plant is a co2 lover and hard to get going without it. Lots of it.
