You can try Marselia spp., or maybe even a moss ground cover.

Anubias are plants that need the rhyzome to be above the substrate, preferably attached to wood or stones. You might be able to make it work as a ground cover if you attached pieces to small "sticks", then laid them on the substrate. Once they start growing well, they keep their rhyzome out of the substrate themselves.

With a rich nutrient substrate with medium light you could try Dwarf Hair Grass.

I have DHG in my 10 gal right now. I have substrate, spiral 26W bulbs x2, I use fert dosing & DIY CO2, but mine hasn't shot out any shooters or spread. I am going to get more though. I haven't considered trimming it either.. :/
