How much lighting?

I am still torn between setting up a 2.5g or a 5.5g tank, but the lighting question is the same regardless. I read the guide that 3 watt per gallon is good for medium lighting plants. So either I get 7.5 or 16.5 watts, depending on the tank I want.

But after reading about lighting, it says intensity matters too? If I set-up a 2.5g tank, I can use a 13 watt PC bulb and if I set-up a 5.5g, I can get 2x13 watt PC bulbs (which is overkill for either?), but that is only 13 watt of intensity regardless right? Are fluorescents better for smaller tanks? How small do fluorescents come in length and wattage? An AGA 2.5g tank is 12" long and an AGA 5.5 is 16" long. Unless I decide to go with a Bowfront tank.

The plants I am so far looking to keep are:
moss on driftwood (christmas probably)
Crystalwort (Riccia fluitans)
Dwarf Hairgrass (Eleocharis parvula)
Brazilian Micro Sword (Lilaeopsis brasiliensis)
and some background plants that might be high light loving.

Right now deciding on lighting is the hardest part of planning the tank, so please help me out.

well I can't recommend any fish be put in a 2.5gallon tank...so I'd avoid it. 5gallons is ok for 1 betta, and a few ghost shrimp, but that's it.
On smaller tanks, you need almost twice the wattage to have the same intensity as a larger tank. the light can't spread out evenly is the main reason.
If you could get 16.5watts on a 5 gallon, you'd have a medium light tank.
