Anubias is turning yellow from outer edges inward.

Fert: 3ml of Tropica Aquacare Plant Nutrition liquid (only day 3 of use)

Actually anubias nana does well in all stages of light, they will actually grow faster with higher lighting; I've had them in low light setups, and high light setups without issues. The yellowing of aquatic plant leaves normally means the plant is suffering from an iron deficiency, it can easily be corrected simply by dosing twice the amount of what you're currently dosing.
Meaning add another full dose to what you normally dose your tank with, because Tropica Aquacare is really low is nutrients compared to SeaChem Flourish comprehensive. Tropica Aquacare iron is only 0.07% and Flourish comprehensive is 0.32% which means seachem flourish comprehensive would be a better liquid fertilizer supplement.

You very likely have high light, with that bulb, assuming you are using a good quality reflector. That means you can't grow plants unless you dose enough NPK, as well as the trace element mix you are now using. And, you need to adjust the CO2 bubble rate until you have an optimum amount of CO2 in the water - just setting a 3 bbs rate doesn't mean you have enough CO2.
update. Well I moved the position of CO2 diffuser and also put in a drop checker...now reads green.
Doing Tropica Aquacare Plant Nutrition liquid 1ml daily also DYMAX Iron Essential 1ml. It says it contains Iron, Nitrogen, Magnesium and other micro nutrients, but doesn't give exact percentages. I tried searching online but no luck so far.
If someone knows the percentages of that DYMAX product that would be great info to have.
