My eleocharis (dwarf hairgrass) is forming a nice carpet in my one gallon, filterless, co2-less walstad bowl. Albeit it's not as dense as the type of carpet you might see in an ADA-style aquarium...

In my experience,Sag.subulata will grow in low or high light.
Co2 would be great but i have grown them successfully in a low light setup with out it.

Starougyne Porto vehlo will carpet under med light no co2 provide it with some flow and you'll be happy

I've started to prefer low maintenance plants, and thus marsilea minuta > HC. It grows undergravel in runners / nodes, whereas HC goes in little segments that break apart and can get all over the place.

What carpeting plants will grow well whens started submersed? I already have my tank set up with a lot of other plants I can't drain it.
