I believe seiryu stone will affect your pH. I think it will raise it slightly. That's what I've always been told. However I could be wrong. But to be honest it won't fluctuate them to much I'd say not enough to worry
I've seen a lot of people mention real seiryu stone raised their pH past 9. Just be sure your getting real seiryu stone if you do as if I remember right its bee. Illegal to export for many years now, and other types of stone are sold off as seiryu stone, and its not.
I'm fairly certain both of those types of stone are just really weathered limestone.
Limestone weathers in a pretty distinctive manner, and can make for interesting looking rocks.
So, it will probably raise both the pH and hardness of your tank water. If you already have pretty hard water, or you are doing multiple waterchanges a week, it probably won't matter.
