I used to have a 2x39 watt Nova Extreme HO (36") over my 46 gallon bowfront. I would consider what I had as low light. the aquarium is rather tall for that light so, I couldn't grow glosso or HC very well. I replaced the light with a 4x39 watt Nova Extreme (156 watt) and that tends to be high. I run 2 bulbs for 8 hours with all 4 bulbs running 4 of the 8 hours. If I run all 4 bulbs for the whole lighting period, I have scrape GDA to often so I went with noon burst period that I run now.
Maybe more of an answer than you were looking for, but sometimes, saying high or low is too subjective to answer yes or no.
What bulbs do you have? Assuming the actinic have been replaced, this is high light. If not, it is medium, with some light that can only partially be used by plants(plants need more than just the blue spectrum).
The reflectors aren't the greatest so, keep that in mind in estimating high light or low light. Not saying that's a bad thing though. It depends on what you want to grow and how much maintenance you want to do.
HM is starting to carpet in my 46bow under only 42 watts of T5NO:
E. tenellus 'red' is growing only very slowly, though.
