While not every tank is the same, there is some basic things to do to treat it. The first is using removing it manually thru a vac, being careful not to spread it. The next thing is to put hydrogen peroxide into a syringe and dose it directly onto the BGA at a rate of about 2ml per gallon; some people argue more, some less.
Increase tank circulation as this tends to appear in more stagnant water. Also increase your nitrate dosing, if not dosing, then add some. BGA has the capability to fix it's own nitrates so if there is other nutrients and no nitrates, the BGA can be advantaged.
this is Cyanobacteria, IME HP will kill it but it will come back again. i have to use a medicine to kill it and it never returned since then. if you cannot find the medicine then let me know. it does get expensive on a bigger tank.
