Lighting for an 18 gallon tank?

Hello people,

Last week I was going to plant my new 10 gallon tank which currently houses two bettas. But last night I came across an 18 gallon TALL tank that was on sale at Petsmart and I just had to have it. So, instead of planting my 10 I'm going to make the 18 my new planting project. But, I'm not sure what to do about the lighting. I have two screw-in CF bulbs from Home Depot that are 18W each. They're currently on my 10 which gives it approx. 3.6WPG. Now, I was wondering if I can put these lights over my 18 because it has the same footprint of my 10, except it's just taller. Would the WPG rule still apply?

I want to grow a lawn of Dwarf Hairgrass or Glosso in this tank so I'm thinking the screw-in bulbs won't do it. So, what's the cheapest way to get at least 3WPG for an 18G TALL? Any help/suggestions would be greatly appreciated.
