my filter is just leaving tons of bubbles by where the water exits is that a problem?

Is it a canister filter? If so it's cause there air inside the canister - you may need to prime it.

I added a few gallons of water to my tank today and it reduced the noise level (I have a hang on filter).

If they are tiny little bubbles which last, possibly even making the water look "milky", it may be oil. Many fish foods have oily items which can cause this. A change in the way the water enters the tank may help.
