you can find those yoyo's or the pull string ones or theres another one thats like a window blind fairly cheap, research u can find the yoyo for like 10$ check this out then do more research if u think its to much some stuff u can find cheaper some u cant. http://www.hydrofarm.com/catalog.php?category=20 where i get most my stuff or look first.
Looking at that link, all it looks like needs to be done is put eyebolts in the ceiling or something over the tank, and put those betwixt the hood and the support.
I think adjusting the wingnuts just sets the amount of tension so it compensates for the weight of the light/reflector. The only time you should have to do this is when you set it up, or after you change bulbs or something, and maybe an occasional tweaking.
After that, you should be able to just push/pull the reflector to adjust it's height.
I'm pretty sure the tension just serves to help cancel out the weight of the hood/reflector.

With all due respect I think they are reading your post just fine, it's just maybe you are articulating it wrong, give it another shoot maybe we will be able to understand better
Ahh!! Sorry I didn't catch that. Hydroponic stores (online too) sell adjustable pulley systems for their grow systems that are reasonable. $20 and up. Never used them though so I can't say one way or the other whether they'd be what you want.

i did read your post thats why i gave u a link to see what type u were looking for. if u had read my post i listed there are yoyo types(which u are using), a string type where u pull and its locks it then to adjust it u have to push a release button an lower it, there is also the chain type, then there are higher end ones which might be out of your range that work just like a window blind would, so without knowing exactly what type your looking for or what $ range thats about as much info thats reasonably relative to your ? hope it helps point ya in the direction your looking for
