currently i just set up a doy co2 that is connected to the inlet for my cannister filter. however, my filter outlet is a little higher than the water level. will i loose all my co2 because of the turbulence? should i just submerge the outlet tube?

yes! but if you put it to low and dont break enough surface tension you will sufocate your fishies...

It is a careful balance between keeping enough surface agitation to prevent suffocation and to minimize surface agitation so that you don't off gas the CO2 you are injecting.

Depending on your DIY CO2 as well as the size of your tank though, you may not need to worry about suffocating your fish.
