A good relationship with your LFS is key. If they have a spare tank, they may be willing to "board" your fish while you break it down and replace the substrate.
Otherwise, I think I remember reading that someone here replaced their substrate gradually, section by section... sound familiar to anyone? I'd worry about all the crap getting kicked up from the old gravel though.

Well I could stick the fish in my 10 gallon. But It has a betta... so that would be 6 black phantom tetras, 1 betta, 3 cories and 5 shrimp.
Lets say I move all the fish to the ten gallon and stick my AC150 that is currently on my 20 gallon on it. Will that filter and bacteria hold them over till the 20 is back up and running. I could put the ACmini on the 20 for about a week to get it going again? Or will all the fish in the ten gallon die of nitrites and ammonia?

That should be fine for a week or two. There might be some 'interaction' between the betta and tetras thought. You might want to 'bowl' the betta for the time that the tetras are in that tank. The finage of the tetras might present the right profile to the betta to attack. BP tetras are a little nippy of flowing finage and might harrass your betta. Follow your plan, but seperate the potential combatants.
