How cheap are they? Homedepot have CF daylight 6700k 18w (or is it 20?) for 7bucks a piece. Can't really get much cheaper than that

Without knowing more specifics on the bulbs its hard to say. Some "cheap" bulbs are just fine, some aren't, its hard to say. Find out what the specs on the bulbs are and maybe we can answer more accurately for you.

I can however say that I have grown Java Ferns, Java Moss, and hornwort in a bucket with only indirect incandescent light so I think it would probably be ok.

Ya, my girlfriend's Java Fern is growing ok with just incandescent and whatever indirect sunlight that comes in the window.

yes, even with a low K temp screw in PC, you can grow hornwort and java ferns...i'm doing it in a 15H with 18 watt and 10watt bulbs over the top.
