Default Good fish for top half of tank?

Currently in my tank I have:
12 Ghost shrimp (seemingly small bio load)
Snails (A few nerites, ramshorns and small pond snails)
6 peppered cory cats (avg 1")
10 neon tetras (young and small avg .75")

The neon tetra stay at the bottom half of the tank, so do the cory cats. the shrimp do also, while the snails try to lick my light fixtures at times.

I'm looking for a smaller than 1.5" fish that stays in the top half of the tank.

Any ideas? Doesn't have to school, but would be preferred.

Tank = 29g with heavy filtration.
