Fluval Ebi rebirth - planning stages

Contemplating taking my Ebi out of storage and setting it up in my room on a nightstand. Because 3 tanks in the house isn't enough, right?

So far I've got a general idea in mind:
-Low tech setup
-"Island" scape; rocks and driftwood built up in the middle/back corner with small crypts or DHG along the base, then mosses and java fern and anubias higher up. Maybe some Val nana behind it all.
-The island would be surrounded by a layer of pale sand (white or light beige) that would occupy the majority of the tank.

Something sort of like this, but with less ground cover and more exposed sand.

The plan would be to house 6-10 cories, either pygmaeus or habrosus, and shrimp. I haven't decided what kind of shrimp yet, but I've always kept neocaridina, so I'm thinking of trying something different like CRS, CBS or a variety of tigers.

What needs to be done first:
-Purchase buffering substrate for inside the "island"
-Purchase a new filter (original Ebi filter got borked)
-Figure out/purchase the best sort of stones for this scape and the cories
-Figure out/purchase final plant list (some I have, some I'd need to buy)

Once that's done, I can scape it and then figure out the stocking while I let it cycle. And then maybe figure out how to create room for more tanks in the apartment without driving the roommates mad...
