I have the musquito rasbora too but surprisingly mine are not shy.
I can see them come to the top whenever I feed and see them swimming in a group most of the time.
My Rasboras live in harmony with guppies, CRS ,Sakura shrimp and Ottos in but mine is an 18 gallon tank.

About Amano shrimp they are very curious and if u keep them in an open tank they're bound to get to the top and jump out of curiousity.
As u have 25 litres u do not have a vast variety of fish to choose from.
My tank is covered by a hood.

The fish u've chosen are the best fish for yr aquarium.
Yet if u want to get rid of the rasboras then another option is neons.
Try to get a cover for yr aquarium to avoid further losses.
