Second Attempt At Nano Betta Tank


Hello!

So this is my second attempt at keeping fish and starting a planted tank. About three years ago I tried to set one up, got too excited, jumped the gun and bought myself a sweet little betta before the tank was even set up, and while I was waiting to for my MTS to come in I had my betta in a temporary tank and he got sick and died. I was totally heartbroken and I put everything away and forgot about it. But now I'm ready to try again and this time I will not be buying any creatures until the tank is totally ready!

So I still want a betta, and I want to spare no expense on the tank this time getting it right.

For starters I have a 5g (I think? Dimensions are 11" tall by 8 1/2" deep by 13 3/4" wide) rimless from Meijer.

I still have:
TOM Rapids Power Filter 80
50 Watt Hydor Theo heater
API Freshwater Master kit
Prime water conditioner (do these expire?)

I don't know if this stuff is still suited to this tank since its smaller or if I should just get everything new?

And not sure where to start with substrate, I'm looking for the best there is as far as nutrients and I just want to buy it and put it in, not looking to make anything like MTS (total disaster for me last time). Price is not an issue.

As far as plants, I don't know specifically what I want, I would like a lush lovely carpet (who doesn't?!) and something tall with large leaves for my betta to chill on and I am also loving the idea of floaters, so suggest away!

I'm open to CO2 as well

I also still have a sweet desk lamp with a 25w 6500k CFL but I've also been digging the Nano Type-P LED http://www.truaqua.com/aquarium-led-light-nano-tp.html would it be good for this application? High enough light?
