Eco-Complete... to drain or not to drain?

Just bought a couple bags of eco-complete for a new tank. Do I drain the water from the bag first, or just dump the entire bag into the tank?

I have always just dumped the entire bag in never had any problems. From the package is says to have beneficial bacteria in the water.

Do not drain. That water will speed the cycling of your tank, it full good bacteria. If you're using as a cap for dirt. Dump the eco-complete into a 5 gal bucket and scoop it out with cup.

Just dumped four bags into my 75 gallon last night. Keep the water in! Happy tanking.
