What exactly is a DE filter and whats the cheapest

Ive been thinking about using a DE filter since Ive heard so much about them but I dont exactly know what one is or what I need to run one. If there is a really cheap way of getting one then please let me know. Ive heard something micron filters as well but dont know too much about those either. Would I be able to just use the ac150 filter Im using now and add some DE to it or a micron filter pad to it?

hmm..... the filters themselves look kinda pricey to me. Do you know of any cheaper way of getting a diatom filter? Maybe like just getting a very fine filter bag and adding DE to it? Or could you suggest a micron filter for my ac150?

For $40 you can get a HOT Magnum 250 and use it as a diatom filter.

A diatom filter is not for permanent filtration. You run for a few hours, then disconnect it. You would need to reduce/distribute the outflow, that's for sure. I have done this a few times in my 10 gal tank. Used a pitcher like they did here http://www.diatomfilter.com/faq/backflush.htm and lowered it without removing inlet and outlet completely out of it. This way most of the current stays in the pitcher, and the water is still filtered.
For smaller tanks, instead of messing with DE, I would do water changes to "polish" water... If you are concerned with green water, perhaps a UV sterilizer would be a more convenient solution...

I've never used a diatom filter.
In reading about them I see references to not running them constantly and some people saying they use them for a few hours 2-3 times per week.

If a HOT Magnum , charged with DE, is used periodically, can it be left on the tank and just turned on?
Should it be removed and drained between uses?
Is there a problem with stagnant water remaining in the filter between uses?

I recommend to clean and dry it between uses. Stagnant water in a filter, after a lot of stuff has been filtered out, will go bad.

You can run the Magnum permanently without DE, just periodically cleaning the micron cartridge or whatever filter media you choose. Letting it run with DE for an extended time will be hard on the motor, and it will clog quickly too.
