Too much CO2

I am having major issues with algae and I just noticed that my CO2 was too high. Can this be a cause. I am thinking this cause all else seems normal:

Nitrate = 5.0 - 7.0
PO4 = .5
pH = 6.8
KH 6-7

I have a 55 gallon tank with 2 55watt and 1 96watt PC's. I am having major staghorn and some green crap on my substrate (this is kinda new though)
