Surface agitation is your friend. Your fish are probably suffering from lack of O2. Increasing surface agitation will increase your O2 levels. Any degassing of CO2 can be easily compensated for by increasing your bubble count. High O2 and CO2 levels aren't mutually exclusive. Both can be maintained.
