Is this an efficient CO2 reactor?

I was searching around for co2 diffusers and heard that reactors are the way to go, how does this one look to you guys? Also is that reactor in the input hose or output hose of the filter? Thanks!

That is just a Rex reactor. Depending on the amount of co2 and size of tank I would also look at a cerges. And it goes on the return line.
