Low nitrate readings


So I was talking with one of the employees from my lfs the other day about a problem with low nitrates in my tank and he said it can take months for the tank to build up enough nitrates to give a higher reading? I just wanted to run this by some of you guys to see whether or not this is total bs? I have a red sea test kit, that has been reading approximately 4ppm regardless of my dose. I have been dosing 7.5 g of KNO3 every other day to try and pull these levels up before my BBA returns. However the test continually reads 4ppm. Any input is greatly appreciated!
