Two Tanks. One has algae problem

I have a 56 column and a 55 long. I have 2x65w 6700k light on the 56 and a 4 bulb fixture on the 55. 2bulbs are verilux and 2 are 6700x40W phillips. I dose according to pps pro. Water parameters are Nitrate 10 ppm, phosphate 1.5 ppm, kh 5. I dose with pressurized co2 and use bubble counters. My problem is that the 55g tank always has a problem with algae. Right now it has brown, green, and cyno. The 56 is beautiful and virtually no algae. So what am i doing wrong?
