29g project

Wanting some opinions on a project I'm starting for a spare 29.
Not only do I want "normal" submerged plant, but also emerged as well.
The tank will be open top for the above water plants, , so I'm wondering about the best lighting solution.
I'm thinking about 2 regular 250 watt incand. "spot grow" screw ins mounted about a foot above the water surface.
I want to make a "border" around the tank perimeter with eggcrate to be able to have philodenderons with just the roots submerged. I also want some floating flowering plants on the surface, but also substrate based plants as well.
Will the submerged plants get enough light to grow?
Will 2 x 250w spot grows be enough ?
Am I being unrealistic in this project?
It sounds feasible to me, but I need opinions from you folks, because I have been know to come up with some rather "different" ideas about things

Security Question
While balancing on a piece of wood, two inches by four inches known as a 2x4, John and his friend Sally both spotted a dalmatian inside of a truck with sirens. The animal with John and Sally is a _ _ _?
