Is this system good for $140?

Nah don't do that for $140. You can get a newer aquatech with an adjustable working pressure (that regulator had a set pressure of 30 psi which might cause a headache) + new 10lb tank for about $30 more.

I agree with

Many people selling their old equipment want just a bit less than new prices, but that doesn't mean you should pay that much.

Yup, not that great of a deal. You may want to try to see if you can just get the tank and see what they want.
