Is this a propper plant light? NEC BR-HG


Hey, I have just started up a freshwater planted tank. It's around 100L (20 gallons) and I got a light for the hood that was with the tank. The light I got was a NEC 18 Watt, BR-HG, fluro. Is that a display light or a grow light? The box says it "enhances the beauty of flowering plants and aquariums". That doesn't sound like a grow light to me but I have no idea either. The full product code is: FL20SSSBR/18-HG-24-NS. I explained to the guy at the shop that I wanted a grow-lux for growing plants and he gave me this.
The light doesn't seem to be working (I can't see any bubbles) but I realize the lighting for the tank isn't really adequate.
