"Dry Start-Up"?

I am starting a low tech planted tank. I have the first dozen plants in and so far they seem to be OK. I have a small amount of Dwarf Hair Grass and am considering more. It will take a long time to grow into a mat which I would like in the foreground.

I have been reading a little about a dry start where you begin new plants like Hair Grass in a tray rather than in your tank. Tray with soil, water saturating the roots but not the leaves, and household lights. This is supposed to grow very quickly.

Has anyone tried something like this?

Dwarf Hair grass started like that, as long as it's kept in a humid environment, grows like crazy. I have a ten gallon that I started that way that has been over run by it.
