inline heater

How fast can online heaters heat the water?
If 10gph of water enter the heater at 40F, can it be heated to 80F?

I just realised cold water may be a problem for my automated water changes. In winter the water comes in at less than 40F. Water changes that are activated by the timer may not be such a problem, I can just have it happen in smaller parts over a few hours to avoid a temperature drop. But sometimes I will want to activate unplanned water changes, like after I move plants around.

Maybe could store water in tub in basement and plumb PVC to it so pump could deliver already heated water up to tank?
Could also store in tub next to tank, and maybe build cabinet around it?
This way you could heat, treat, aerate the water a day before you need it?
I have been considering this for some juvenile Discus I plan on getting come spring where frequent feeding's for growth, development, mean frequent water changes.

Maybe look into a sump? With a higher volume of preheated water, any water changes will have less of an impact. Maybe put a heater in the sump too, and turn off the water exchange to the main tank while it heats up the new water?
