The problem with hemostats is most of them lock. The lock is very useful in the applications the hemostats were designed for, but the lock is not useful in planting.
I have found the best place to buy spring forceps (tweezers) is at the hardware store. Around here, all of the local hardware stores sell large spring forceps, locking forceps and dental picks in bins by the checkout. I bought a very large pair for $2. Of course, the quality the quality of the stainless steel is crap. It all comes out of Pakistan now, not Germany. Good stainless instruments go for big bucks.
Good scissors are really hard to find. Most of them are cheap, and don't cut worth a hoot. If anyone is looking for good scissors, you might want to try a scientific shop, like Fisher Scientific. The prices aren't cheap, but the quality of scissors is better than most ( the scissors are sharp). One thing to remember about most of the stainless scissors you'll find, only the tips are sharp!

Besides the lock, I also find the short jaws on the hemos harder to work with than a forceps.

tweezers are great. i just got them from that same play jojo got them from. OH MAN! a true time saver. Every plant man should have a pair of tweezers.

I just got these tweezers...my god they are big...cant wait to get my tank set up so I can use them!!
