Low, medium, or high? Plus suggest plants please.

Tank is approx 13x13x24. Lighting is a 12" 8w t5(not HO) and a finnex fugeray 10". Is this low medium or high light? The finnex makes it noticeably brighter than when just the t5 is on, however, because of the height I am thinking I may still be considered low light.

Anyways, I am looking for suggestions for tall background plants for whatever my lighting level is. Also, do mosses like flame, peacock, Taiwan, grow in any light?

I would say at that depth that your light is probably still low, but I think there are plants that will grow with that light. You could definitely grow Java Fern/Java Moss. It's really difficult to know how much light your tank is getting at the substrate without a PAR meter.
