Would it be possible to use something like this on a tank?

http://batonrouge.craigslist.org/for/3544047303.html

and if so what would it need to be "converted"

Looks fine to me. The only issue may be that it seems to be a single-stage regulator so you may experience EOTD (end of tank dump) if your low-pressure gauge is set too low, but if it has a high quality needle-valve then you should be able to avoid that (assuming the low-pressure gauge is even adjustable).

Looks like a Cornelius single stage regulator.

You can use it.

The delivery pressure is adjustable via the screw on the front of the regulator (use a screwdriver).

You will need to add a needle (metering) valve and fittings for smaller tubing to it so you can adjust the bubble rate. Adding a solenoid and timer so you can shut off CO2 at night is beneficial as well.

Assuming the cylinder is within its hydro cert, the $50 covers the cylinder. The regulator is icing on the cake. However, expect to spend another $75-100 even if you use the regulator.

It's a good deal. Not a regulator that I would choose, but it's useable, and better than the Milwaukee/Aquatek/Azoo garbage.

Because the US has a population that is more than 10 times Canada's population

Lots more people means a lot more chances for great sales.
