The majority of "ghost shrimp" species need brackish water for fry larvae to survive. They die in fresh water.

This is untrue, there are several out there that can do just fine in fresh. I have had them hatch and grow into adults just fine in fresh water.

Op. What type of set up is it? Do you have any live plants in there?

I would crush it up and mix it with water from the tank, and use a pipet or eye dropper and spot feed them so you dont add to much in.

When I raised them, they lived off of what ever was on the plants, and small small pinch of tropical fish food once every few days.
