Is my lighting good for my tank?


I have a 15 gallon long and my lighting is a Sylvania GRO-Lux F15T8 fluorescent bulb. It is a 15 watt bulb and it's light output is 325 lumens. It has a purplish shade and was apparently made for growing aquatic plants. My tank is dirted with 1 1/2 inches of organic dirt and fertilized. My tank is non CO2

My plants include:

-Flame Moss
-Marsilea Hirsuta
-Cryptocoryne Wendtii Green
-Dwarf Sagittaria
-Rotala Indica

Do you think these plants could grow at its highest potential within 4-6 months? For me, time isn't a issue.
