Mineralized topsoil questions

Starting up a mineralized topsoil 37gal high tech. I just bought a fluval c02 beginner kit, and I have a quad 18w t5 light setup. The first time I tried mineralized soil however it killed all of my fish, I got a huge algae bloom, and eventually everything died off. I want to try again and get it right this time. So I'm wondering how much light/c02 to start with. When can I add fish? Should I run my filter during this process?

Also wanted to use aquarium laterite instead of clay. It seems to be higher in iron and the clay I bought was grey moist clay last time
