I bought this as Rotala but it doesn't have the same appearance of as rotala I've had in the past. Is this the emersed form of rotala rotundifolia?

Looks like the emmersed form. I got a shipment from the nursery for my store last week and it looks the same. Has purplish flowers on the top

When do they start to develop the thinner leaves?

Not sure. This was an unusual shipment. I would guess a couple of weeks

i agree, trimm off the lower more spaced out leaves and replant, it should come in look more like rotalla
