What would work better...

I'm setting up a 10g planted tank. It will be low-tech and probably have mostly low to medium light plants. I will be Ddingbferts and my substrate is flourite. Here's my question, what lighting would work best for my application? My original thought was just a standard T8 that would be 1.5wpg and very little PAR. then I though I'd try LED and found the finnex fugeray which is only 10w so 1wpg but would put my par ranging from 25-42ish. Now tonight in thinking a single T5 would work that's 18w and 1.8wpg which sound better to me personally, and it would top my PAR out around 52. But I'm having trouble finding single bulb fixtures in a 20" length. So what would be my best bet? I don't have the money to be wrong and have to buy a 2nd fixture :/ and if I go the T5 route can I just buy a dual light fixture Nd only use 1 bulb? Or would the T5 in general be much too bright for a 12" tall tank? I've been checking on lights and researching for weeks now and I'm sick of it so I want opinions please.
