I'm within 40 or so mins from Betta Maniac and have a tank full of berried Supreme Red and blue-green rili neos. This during the coldest winter in my 9 years in the Bay Area.

It really has been a cold winter. I've been runing my heater, which I NEVER do. Last winter I turned it on once, when I had guest. This year it's been on for large parts of the last month!

I don't have problem with neos breeding, it's the bee shrimps that was slowed down a bit. My PFR tank in the basement is about high 50s to low 60s, although they did stop when it just turned cold, they are breeding fast again now. And the breeding in my bee shrimps has improved after Christmas too.

I would say it depends on the species of shrimp and what has changed in your water.
