How to add new substrate without crushing baby shrimp?

I wanted to add another 1 inch layer of Eco complete
to my shrimp tank, but I didn't want to crush the babies.
Is there anyway to do that? I'll be doing a completly new
scape too, and I'm afraid of getting a nitrate spike because
of moving rocks. Any ideas to do it?

Scare them out of a corner and make a pile in the corner.. let it settle for a couple days and repeat.
