here's a spectral distribution graph. Scroll down a bit. It seems deficient in blue light.

Blue is 400-499nm range on the last graph...you have low intensity in that region. Most plant growth occurs in this region (http://www.plantedtank.net/forums/at...7&d=1326574989).

I imagine that the spectrum can be adjusted so more blue can be added.
