The posted link doesn't work "error 404 page not found". Search results show a few different bulbs from the same manufacturer, so I can't really guess as to which bulb you're referring to.

There isn't enough information given about that bulb to even guess how well it would work. If someone has tried it, that would be the best source of information.

Generally, you are going to have less than stellar results trying to grow plants with random eBay lights. There is a nice lighting thread here discussing what works in the stickey. We also have a few vendors, like Finnex, that provide a good value line of LED that are proven to grow plants.

In order to know whether or not the Beams Work fixture will suit your needs, we'll need some tank specifics.
What are the dimensions of your tank? What plants do you hope to grow? Will you be using CO2 and dosing ferts?

A Fugeray would be perfect for your needs then, in that case.

If you are not injecting CO2, for any size tank, I would go with a Fugeray and not the Ray II.

You can get by with a cheap Beams Work Double Bright fixture on your tank that's just 10.5" tall. That'd put you in the realm of low light. Would be okay for Anubias, some Crypts, Java Fern, mosses.
But you'll honestly be disappointed unless you get something better - like a Finnex T5.
