Algae ID please

Need some help identifying this algae (little green blobs on the rock and HC). It seems to be some type of cyano I haven't dealt with before and I was hoping someone could ID and suggest a treatment. If it is infact cyano will Maracyn help as it does with BGA?

When I attempt to remove one of the blobs with tweezers it falls apart and drops back in the tank, has the consistency of jello.
