Dry start method help


Could I dsm (dry start method) my dwarf hair grass in fluval stratum plant substrate?
I have a 6500k 6 watt t5 daylight. Would this be good enough?

That's the best lighting I can get for my eclipse tank. Can't find any 9 inch bulb any better down here in hawaii
