is 2 23 watt florencent bulbs to muck light for a planted 10 gallon tank

Do you mean the screw-in CFL, power saver bulbs? And, are they are in a standard 10 gallon hood, made for incandescent bulbs?

More than likely.. the 13 watt daylight ones are good for my set ups tho.. on the brighter end of low light/low maintenaince.. stems grow well, mosses are often overlit... Green spots show up on the glass and needs to be razor bladed away.
