Is it ok to let Combamba grow out of the the top of the tank?

Looks good. I am concerned that it's a lot of plants in a small tank so cardinal tetras might not be the best choice (at least for their sake). When the plants start coming in, it's going to be really thick without much room to swim - it'll be a great shrimp tank but might need smaller fish.

this is my second planted tank so I'm really new to all of this. My first was a disaster. I took some time off and have been lurking for the past 6 months reading and learning. I appreciate your input. Thanks. Looks like this will just be a shrimp tank.

Do I need to use "bio" media in my filter or does the sponge provide enough surface area for beneficial bacteria?

Nice setup. I would use bio media just because one day you'll be tempted to clean your clogged sponges and you'll just kill all the bacteria.
