Default Hydrocotyle Verticillata in a Tank Without CO2

I'm a plant seller and a customer sent me this PM. Would you please help me find the answers to his questions?

He said -

"I'm planning on adding some flora to my 3 gal long and was wondering if these plants (Hydrocotyle verticillata) would be fine growing in FSS with no CO2?

Also do you have any plants that also do well in low light that can be foreground plants? (What foreground plants would do well in low light no CO2 tank.) Thanks!"
